UPEPC's 501(c)(3) status

At UPEPC's annual public meeting in the summer of 2022, attendees voted to allow officers of UPEPC to investigate and apply for nonprofit status with the state of Wyoming and the federal government. In the summer of 2024, UPEPC became an official nonprofit organization with the state of Wyoming and obtained 501(c)(3) status with the Internal Revenue Service on August 20, 2024. Being recognized as a 501(c)(3) nonprofit organization allows UPEPC to accept tax deductible donations, as well as apply for federal funding grants, that can be critically helpful in fulfilling UPEPC's mission.​

Resident vehicle stickers and propane markers

In the event of an evacuation or emergency, it is important that residents are easily identifiable to agencies in charge. Additionally, it is equally important for emergency first responders and firefighters to quickly identify areas where propane tanks may be buried in snow during winter or hiding within underbrush or woods. Address Numbers

Address identification is extremely important in the event of an emergency. Help emergency personnel find your property fast with the style of address number recommended by Fremont County.

These numbers are large format, diamond reflective, high visibility "fire numbers." They are available from Fremont County for $20.

Community Slash Pile

Have Slash?

“Slash” is woody or weedy debris that is left behind after property clearing or a timber harvest, such as treetops, limbs, and brush. The US Forest Service created a “slash pile” area for use by the residents of the Union Pass Road, Aspen Meadows, and Porcupine communities, located just outside the boundaries of the Crooked Creek Subdivision on:

The slash pile is maintained by the Freemont County Firewise, as well as participants in The Union Pass Emergency Preparedness Council (UPEPC). There is no limit to the amount of slash a resident can leave at the slash pile, although restrictions do exist.

Fire Wise in Fremont County

From Mitigation | Fremont County Wildfire --

Wildfire Mitigation Action Plans

Fremont County Wildfire will provide to landowners a Wildfire Mitigation plan that is developed for that owners specific property. These plans are prepared at your request to provide objectives for the property and contain implementation actions to meet the developed objectives. There is no cost for having a plan developed.

The Wildfire Mitigation Plans all have the basic objectives of:

​

1. Reducing risk and losses from wildfire to the property, including structures.

2. Improve safety for the property owner and first responders.

3. Providing a framework agreement and action plan of work to be completed.

​

​If you are interested in a Wildfire Mitigation Plan for your property, contact Fremont County Wildfire or Wyoming State Forestry Division offices in Riverton. One of the staff will be more than happy to assist you by conducting a pre-plan assessment for plan development. Our staff will go with you on a tour of your property and discuss various methods you could use to accomplish your objectives for the land and structures.

Items to consider will be:

​

·       Defensible Space: thinning, pruning and fuels removal in a circular area not less than 90-100 feet from the exterior of the residence.

·       Fuel Treatment: thinning and pruning areas other than the defensible space.  Spacing of leave trees shall follow the recommendations of a stewardship or Wildfire Mitigation Plan.  Green and dead fuels both are evaluated at the site.  Slash shall be piled and burned in the winter or removed to an area slash pile.

·       Fuel Breaks: the exterior boundary and both sides of the roads within fuel treatment areas shall have all slash removed from the site. Slash shall be piled and burned in the winter or removed to an area slash pile.​

Properties That Have Participated in the Fire Wise Cost Share Program in the Past

In the past, some property owners in the Union Pass area engaged in a cost-share agreement with Fremont County Firewise that was designed to assist landowners with the costs of implementing recommended fuels reduction activities. The cost-share program has been discontinued as of Summer 2025, but may resume in the future.

Previously, properties that completed a Fire Wise Wildfire Mitigation Plan as part of the Cost Share Program were not eligible to receive reimbursement for future maintenance, mitigation, or hardening projects. View the map below and follow the road systems to find your property to see if a Wildfire Mitigation Plan was conducted with the Cost Share Program -- highlighted (colored) properties have completed a Wildfire Mitigation Plan in the past.

 

Although the Cost Share Program is no longer being offered through Fremont County Firewise, funding may be available from UPEPC. Please contact us for details, if you have questions, or have trouble reading the maps below.
